American companies involved in the extraction of lithium, copper, and rare earth elements have increased their lobbying efforts in Washington amid the expansion of federal investments. The companies aim to secure funding, support in obtaining permits, and long-term procurement guarantees to develop a sector considered critical for national security, according to a Reuters report.
Since the beginning of the year, at least 12 companies have signed contracts with leading Washington lobbying firms, including those connected to allies of the Trump administration. Lobbyists help companies establish contacts with government agencies and communicate the complexities and prospects of the industry to lawmakers.
For example, Lithium Americas received a federal loan of $2.26 billion in exchange for 5% of its shares, while United States Antimony signed a $245 million contract with the Pentagon. Other players, including MP Materials and NioCorp, are also seeking substantial government loans and partnerships with state participation.
The White House has shifted focus from traditional subsidies to partial ownership in such companies to counter China’s dominance in critical mineral supply chains. Government support is considered essential due to private investors’ cautiousness and the high risks associated with developing new extraction and processing technologies.
This trend highlights the growing role of lobbyists in shaping U.S. policy on critical minerals and underscores the strategic importance of the sector for national security. At the same time, a recently signed agreement between the U.S. and Ukraine on joint investment in Ukrainian natural resources opens new opportunities for cooperation in this field. Under the agreement, a joint investment fund has been established, with each side contributing $75 million. The fund will focus on projects in energy, infrastructure, and critical mineral extraction, allowing the U.S. preferential access to Ukrainian resources in exchange for investments in their development and infrastructure restoration.
