Born in Donetsk.
Serhii Kolisnyk has over 17 years of successful experience in human rights activities.
Ranked 9th in TOP – 15 of the all-Ukrainian ranking of lawyers according to the professional edition ” Юридична практика” – Litigation.
Graduated with honours from the National Academy of Prosecution of Ukraine.
2008 – 2010 – Senior Investigator of the Prosecutor’s Office of Donetsk Region.
2010 – 2011 – investigator in particularly important cases at the Kyiv Prosecutor’s Office.
2011 – “Investigator in particularly important cases of the Department for Investigation of Crimes related to Corrupt Activities of the Main Directorate for Supervision of Law Compliance by Agencies Combatting Corruption and Organized Crime of the General Prosecutor’s Office of Ukraine.”
2012 – Prosecutor of the Sumy District Prosecutor’s Office, Sumy Region.
2012 – 2015 – Head of the Department of Procedural Guidance and Support of Public Prosecution of the Prosecutor’s Office of Lviv Region.
Repeatedly awarded by the Prosecutor General of Ukraine for successful and conscientious performance of official duties.
In 2015, by order of the Prosecutor General’s Office of Ukraine, he was promoted to the class rank of Counsellor of Justice.
2015 – 2016 – Deputy Head, Acting Head of the Financial Investigation Department of the State Fiscal Service in Kyiv.
Special rank – Lieutenant Colonel of the Tax Police.
On 24 May 2017, together with like-minded partners, founded LES Lawyers Association, and in autumn 2018, the first Ukrainian environmental Lawyers Association EcoBezpeka.
In 2021, completed a dissertation in the specialty “Administrative Law and Procedure; Financial Law, Information Law” and obtained the academic degree of Candidate of Legal Sciences.
Since 2024, Associate Professor of Criminal Law at the National Academy of Internal Affairs.
He conducts scientific work, publishes in specialised legal articles, and actively participates in lawmaking as an expert and consultant.
In addition, in 2024, in connection with the adoption of the Law of Ukraine “On Lobbying”, the first and only closed lobbying club in Ukraine, LOBBY CLUB, was launched under the leadership of Serhii Kolisnyk (based in Kyiv) and Kateryna Odarchenko (based in Washington).

KATERYNA ODARCHENKO

Political strategist, partner of SIC group USA LLC. Head of nonprofit “Institute for democracy and development “PolitA”
Kateryna has nine years of experience in democracy building and democracy campaign management.
She is the author of 500+ publications about transparent public administration, campaign management, good governance, and civil society development. She is also the author of the “Election Game” handbook for politicians in Eastern Europe and Central Asia for democracy institution building and control of elections.
Kateryna initiated several bills in Ukraine about democratic elections, women’s rights, and stronger institutions. Kateryna also initiated projects with the European Parliament for the implementation of EU laws in the Ukrainian legislature. She organized 12 experience exchange programs for EU professionals and public administrators in the USA, the EU Institutions, UAE, and Israel. She has more than five years of experience in cooperation with Ukrainian and Eastern Europe press, often writes for American think tanks, and participates in media communication.
